Dear you should have following eligibility criteria to apply for UPSC Indian Engineering Service Examinations
A bachelor's degree in Engineering in any one of the following disciplines from a recognized university
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
Age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
Dear if you wants to apply for IES examination then you need to complete your bachelor's degree first then you would be eligible to apply for this examination and final year result awaited candidates may also apply so that you should at least complete your final semester then apply for this examination

1-you must be be passed a engineering degree from the following branch;

final year appearing students are also eligible.

Donot worry ,I will provide you all the necessary information regarding IES examinations.
IES stands for the Indian Engineering services.It is also called engineering services examinations.This examinations is held every year once by the Union Public service Commission for recruitment of engineering aspirants in different government departments.
In order to eligible for this exam,you must have completed your bachelor's degree in any discipline in engineering/technology from a recognized university .Final year candidates are also eligible for the examinations.
Since you are in third year of engineering ,so you are not eligible for the examinations .Wait for one more year then you will be eligible for it.
Now coming to age limitations:
The age limit for the general category is 21-30 years.
For OBC candidates it is 21-33 years.
For SC/ST candidates it is 21-35 years.
Yes there is restriction in no of attempts for this examinations which are as below:
For general it is 4
For OBC it is seven
For SC/ST it is unlimited.

The criteria for appearing in IES Exam is :
1. Nationality : Indian
2. Academic qualification : Engineering Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
4. Attempts : OPEN-4 , OBC-7 ,SC/ST-9 .
However, final year students are allowed to appear for the exam. Since you are in 3rd year, you cannot appear for the exam. Prepare for the exam and appear for it next year.
Yes you can apply for the exam either in the final year of your graduation or after completing your graduation and moreover there is restriction on no. of attempts you can apply for it and they are as follows:
* For general 4 attempts.
* For obc and sc/st there is relaxation.

According to the eligibility criteria of the IES(Indian Engineering Services),the candidates who have completed the B.TECH or B.E in any stream are eligible for applying IES,minimum age limit-21 years for all categories.
Now you can apply for the IES being in the final year,but not being in the third year also the age matters ,as your age must be minimum 21 years,as you are in the third year your age might not be equal to required one.
You can not apply for the IES being in the third year or for any any other civil services being in the third year,you have to be in the final year to apply for the IES.
