If you have completed your bachelor's degree in Horticulture then you may choose any one of the following subject for your both optional papers
Agriculture or Botany or Animal Husbandry and Veterinary Science
But you should know that Agriculture has a huge and depth syllabus so it will not be good for you because time is very short and you will have to compete with the students of ICAR and IARI because they also appears for examination and you may really not do well and better than those students in Agriculture or relevant subject so you may choose any other optional subject that is easy as - Sociology/ Political Science and International Relations/ Public Administration etc. and prepare well

for the post of IAS you have to apply for Civil Services Exam. The Exam is conducted by UPSC every year.
UPSC made some changes from this year. now instead of choosing two optional subjects you have to choose only one optional subject for Mains Exam.
being a B.Sc(horticulture) graduate you can choose optional subject like Agriculture or Animal Husbandry and Veterinary Science
you can choose any one which you want. being a horticulture graduate you might have knowledge about these subjects which will help you to crack the exam.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.
Limit Number Of Attempts:
>>General category: 4 attempts
>>OBC category: 7 attempts
>>SC/ST category: No Limit
