My freind there is no special quota for the freedom fighters as its not mentioned in the notification of the civil services examination.
I can give you the details of the age relaxation provided to the different category as given below-
-SC/ST 5 years of age relaxation.
-OBC 3 years of age relaxation.
-5 years for the ex servicemen.
-3 years for the defence personel who got disable in war.
So there is no special criteria for the freedom fighters.
If you like to see the eligibility criteria for the same then you can see as follows-
Your age must be 21 to 30 years if you belongs to the general category as i have mentioned above regarding the age relaxation for the other categories.
You must be graduate in any discipline from a recognised university to apply for the civil services examination.
If you are giving the final year examination of the degree then you can definitely apply for the same, but you need to give the proof for the same that you have completed the degree with passing marks.
Examination pattern-
-CSAT civil services aptitude test- its a preliminary examionation which is conducted and includes 2 papers of the general studies Both 200 marks each.
-MAINS examination consist of the 9 papers and the total marks allotted is 2000.
-finally if you qualify the examination then you wil get the call for the interview.

I am sorry but there is no quota in the upsc exams for the freedom fighters.
The relaxation is given only to the obc and the sc/st category and that too in the age criteria
For giving the exam the general category age limit is 21-30 years whereas for the obc candidates, the age limit is 21-33 years and for the sc/st category students the age limit is 21-35 years.
