By prelims do you mean prelims before mains exam as in IAS?Well,then,no prelims as of now I guess in IFS.But if you are talking about prelim exams for practice,then definitely they are relevant for your preparation for this exam.Good Luck!

if you are talking about Indian Forest Services then there is no need to give UPSC exam, because Indian Forest Service is totally independent exam but a part of UPSc exam, but if you are talking about the Indian Foreign Services then it is necessary to give UPSC exam.. All the best..

Dear friend,
In case you were talking about the Indian Foreign Services,,then you ought to go through the preliminary exams,because thats the only way you will proceed to the mains of these exams.These prelims happen in the month of May.
But if your reference here was to the Indian Forest Services,,you need not go through the preliminary exams,,as there is one direct exam conducted for it and you can appear for them at once.These exams are mainly conducted in the month of July.
