Yes, there is rule for it. There are total 51 Optional Subjects in which 23 are from main subjects and 28 Language Subjects like Hindi, English, Bengali etc. There is one Indian Language exam of 300 marks in mains which you choose from 28 languages. The second paper in mains is English which is also 300 marks. The 3rd paper is essay and 4th and 5th paper is for General Studies i.e. G.K.
The 6th to 9th paper is to choose from 51 optional subjects and 23 main subjects. You can see the subjects click here

Yes, there is rule for selecting main and optional subjects in UPSC exams.
Civil Service comprises two stages:
1. Prelims
2. Mains
Civil Services Prelims Exam is completely changed. Now in Prelims there is no optional subjects. now it is also called CSAT(Civil Services Aptitude Test). it consists of two papers paper-I and paper-II which will consist of questions from GK/Current affairs, general attitude and reasoning.
For mains you have to choose two optional subjects from the list of 51 optional subject out of 51 subjects 23 are from main subjects and 28 are language subjects, one paper from any Indian language from the eight languages, one paper of English, one paper of essay and one paper of general study.

Friend optional subject is not selected in preliminary exam of civil service.
Optional subject is selected in mains exam.
UPSC determined some subject for the candidates to be selected as option subject which are as follows

Mechanical engineering

You can choose only two subject among above given subject.
Preliminary paper holds only two subjects.

Yes There is rule for selecting for the optional subject.
In preliminary exam there is no optional subjects and this exam is consist of Two papers each paper have 2 hours duration and 200 marks both objective type Questions.
