The UPSC has changed the pattern that there is no optional paper in preliminary examination. So, you have to choose two optional papers for the main examination. As there is no optional paper in the preliminary examination, the syllabus of main is separated to preliminary examination except General Studies as it is common paper for both stages. Best of Luck

The answer to your question is YES.
The changed Civil Service Exam have separated the syllabus of Prelims and Mains.
The Prelims paper now consists of two papers.
Paper I : Current Events, Histroy , Geography , Indian Polity and Governance, Economic and Social Development, General Issues on Environmental Ecology and Bio-Diversity and Climate change.
Paper II : Comprehension, Interpersonal Skills, Logical reasoning and analytical abilty, Decision-making and Problem solving, General mental ability, Basic numeracy.
