Hello,
Toughness is a very relative term. If you know something, it is easy for you and if do not know it, it becomes a tough nut to crack. So, forget about toughness and be prepared for the worst. Also, you can test the toghness of the exam by solving a previous year's paper. If you are not able to solve most of the questions, then it doesn't mean that the questions were tough but it means simply that you do not know their answers and you need to put more efforts to know about them and commit the information to your memory.
Also, all questions in the exam won't be equally tough. Mind it while giving the test - you are not competing against UPSC, you are competing against the candidates like you.
UPSC prepares 4 set for every objective paper. All these sets have same questions, only their sequence is altered. So, everyone gets same question paper and this is the right way to conduct the exam while maintaining quality. Isn't it?
