no all exam of NAVY or Indian army are not conducted by UPSC.
only few exam NDA and CDS are conducted by UPSC

NDA - National Defense Academy

Age 16.5 to 19 year
12th or its equivalent with maths and physics compulsory subject

CDS - Combined defense Services

For IMA : your age should between 19 to 24 Years
For OTA : Your age should between 19 to 25 years
For Naval Academy : Your age should between 19 to 22 Years
For Air Force Academy : Your age should between 19 to 23 Years.

The examination comes under CDS is : IMA( Indian Military Academy) , INA (Indian Naval Academy), AFA (Air Force Academy), OTA ( Officers Training Academy).

Age Limit:

For Indian Military Academy 19-24 years
For Naval Academy 19-22 years
For Air Force Academy 19-23 years
For Officer's Training Academy 19-25 years

Educational Qualification:

For IMA & OTA : Degree from any recognized university

For Naval Academy : B.Sc with Physics & Mathematics OR Bachelor of Engg.

UPSC conducts two exam for the Indian navy, Air force and Army service.

These exams are conducted at different level of educational qualification.

UPSC conducts the NDA( National Defense Academy) exam at Intermediate level and CDS( Combined Defense Service) exam at graduation level.

Both exams are conducted twice in a year at all India level. Each exam has its different set of eligibility criteria.


Eligibility for NDA exam

You should be Intermediate qualified from recognized board

You can also apply for NDA exam during Intermediate completion.

Your age should be between 16.5 to 19 years.

Only unmarried male candidates are eligible to apply for NDA exam

You should be the citizen of India.

You should be mentally and physically fit in all aspect.


Eligibility for CDS exam

You should be graduated in any branch from valid university or college

Final year candidates of graduation can also apply for CDS exam

You must have math and physics as compulsory subject in intermediate in order to join navy and air force.

You should be in age of 19 to 25 years

Age relaxation is not application.

You must be the citizen of India
