Joint consultative Machinery was started in India in 1966.It is a redressal and dispute settlement between Govt and govt employees . Its purpose is to harmoniously resolve disputes for betterment of employees and better public service. It is non-statutory and mutually agreed.It is from employer - employee relationship view point.
Staff council is from company's view point.
