yes dear you will be eligible for upsc exams even after completing your graduation from distance learning, only the university from which you are persuing graduation must be recognised by ugc.

There is no rule in upsc exam that a distance study person cann't apply for the upsc exam.
So my suggest is that you can apply for the exam.
Just complete your graduation with 54% min. marks.
Then fill all the eligibility list then you can apply for the exam.

for civil service exam,one must be a graduate or degree final year from recognized university.
your age=21-30 year
for sc/ex-service men=35 year (5 years of relaxation)
for st=3 year i.e upto 33 years
for phc=10 years i.e 40 years
mentally and physically fit and fine
must be indian

You can not be qualified by UPSC if you want to do graduation from distance mode.
One thing you must have to keep in your mind is hat the degree which you are doing from the university must be recognized by UGC.
I mean your university must be recognized by UGC.
Only after that you will be eligible for the UPSC exams.

Educational qualification required to write UPSC exams is graduation from a recognized university.Both UGC(Under Graduate Council) and DEC(Distance Education Council) approval are required for your institute.
UGC approval only is required for regular students.In the case of distant learning institute has been also approved by DEC(Distance Education Council).
So check whether your institute has these approvals.
