upsc expects that a aspirants is mmuch aware of the atmosphere around him & have enough intellectual to carries his work to serve equally without any discrimination with the people's on any basis either ethenicity,caste, regional basis.
so, they designed whole the procedure in many steps ,so can filter out an average candidate who can do fairly well with every responsibility whatever is given to him after that he is not just a tailor made ,he also have his own thinking where needs within the law abided.
Indian Administrative Services i.e. IAS and Indian Police Services i.e. IPS exams are conducted by UPSC.

The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
There is five years relaxation for the SC/ST candidates.
There are two types of written examination in UPSC.
UPSC Prelim exam and UPSC Mains exam. You will appear in UPSC Prelim exam first in which Objective type Questions are asked from General English, General Studies etc.
For UPSC Mains you have to choose Subjects. There are total 51 Optional Subjects in which 23 are from main subjects and 28 Language Subjects like Hindi, English, Bengali etc.

-They want to extract the Best from the candidates.They make them undergo a series of mental,physical,medical and psychological tests,and everything necessary,to see whether they would be able to serve that Nation at the highest level or not.
-Hence,it can be concluded that nothing less than the BEST of the candidates would be in acceptance with the UPSC.

Friend you have posted very different and good question and I will try to clarify what UPSC expects.
Actually UPSC is a recruitment commission which conducts the exam for the officer post of India.
The post of IAS is a very responsible post. IAS is also called to District magistrate or Collecter.
They have the responsibilities of whole district which is not easy to handle.
So UPSC make their exam pattern is very tough So that it could select the most deserve candidate of the country.
In reality leaders don�t drive the country, even IAS are driving the country.
That�s why UPSC expected very hard work from the candidates who are applying for the civil service exam.
You should be eligible from every angle.
So you all the candidates should work very hard as much as possible.

it is prime body hat conducted various exam twice a year for the defense sector of india
they exactly want the best persons all over india will be selected for the country

first of all i want to tell you the eligibility criteria for UPSC exam.
for UPSC exams you must complete or appearing in final year of graduation in any filed from recognized college or university. and your age must be 21 years to 30 years.
from UPSC exams you can get the posts like IAS, IPS, CDS, Railways, IFS, CPF etc. which are related to Administrative and defence. so you have high responsibility of work. so at the time of interview your leadership quality, decision making in hard situations, your physical fitness is checked.
