any state level civil service exams are controlled by respective state governments where as the upsc exams are controlled by the indian centarl govt.the eligibility criteria for apsc are as follows
1.age limit is 21 to 30 years for general,21 to 33 for obc and 21 to 35 for sc/st candidates.
2.must be a graduate from a recognized university.
3.must be a citizen of india.
the exam has two parts i.e priliminary and main.the preliminary part has two papers of 200 marks each.best of luck.

The requirement is same unlike for the assam cs you need to be a citizen of assam and you should be a graduate in any stream from a recognized Indian university and your age should be in between 21-30 years of age.
