what is the future promotion prospect of central excise inspector
I have joined as an Inspector of Central Excise giving up the job of Assistant in CSS in Delhi. I am going to complete 30 years of service by July 2013 and got only one promotion as superintendent in Sept. 2002 whereas my friends as assistant in CSS promoted to the post of Deputy Secretary. is there any provision to go back to my earlier job of assistant?

Dear for your kind information that there are various provisions and laws in case of promotion of central and state government employees but there is no positive provision to get back the previous post which you was on so you can not select your previous post after getting the current higher position but you can get demotion in case of - Performing not good according to the designation, not regular on work without informing the organization, did something against the rules of the government while being job etc. then you will get demoted from your job and posted to lower grade post but this is not the way that you need to follow because if you have once got promoted in 2002 then future is yours and there is no problem that if you haven't get any further promotion in the service so there may be various reasons behind this situation as - May be that you are not providing to the organization what they expect from your post or may be that your feedback is given by the head to the higher authorities is not so good that is why you are not getting promotion so you should think about every possible reason and try to remove all the causes that are coming in the way of your success and promotion while this job
If your friends have got promoted for the post of Deputy Secretary who joined the service while your batch so you should not get worried on this because may be that your friends made good performance in the job that is why they got promotion quickly for further higher posts and may be that they established very good relations and image in the organization and department that is why they are known by everyone for the work and attitude so everything matters in this cases and mainly internal promotion and perks so you have to care about everything else and try to have a good image in the organization and mainly in front of your boss so you will get assistance from their side because everything about your performance and work tested by the boss/ manager first then they send your work and write feedback on that and promotion of the employees depends on the feedback of the manager so you should try to make your boss happy and do not hesitating in treating them in a right way every time so they will help you in getting further promotion
Some of the central and state government departments are there that conduct internal or departmental limited competitive examination that are only for employees working in the organization so may be that your friends cracked all exams and got promoted because this is the main thing behind promotion at present so you can appear for limited departmental competitive examination and pass that exam then you will be posted for another higher post so everything matters and remember these things
Be positive and confident about your work and trust that whatever you have done was good but not sufficient according to the requirement then you can work more and get promotion and for that you should not get pessimistic over anything in your job and just keep working
