No, you cannot write this exam. Because the educational qualification needed to write ISS Exam is Post-Graduate degree in Statistics/Mathematical Statistics/Applied Statistics.
The UPSC conducts the Indian Statistical Services(ISS) Examination to recruit Grade-IV officers for the Indian Statistical Service. ISS Exam is generally conducted in the month of November.
ISS is a central government services which are involved in economic planning and analysis through state boards, planning commission and other government owned bodies in the country.

* The Union Public Service Commission conducts this exam every year.
The Eligibility Criteria for this exam are :
* You must have completed your post graduation from any recognized college/university.
* You must have completed your post graduation in Statistics/Mathematical Statistics/Applied Statistics.
* Your age must be in between 21-30 years.
* There is also a relaxation in upper age of students belonging to OBC/SC/ST Category.
* You must have Indian Nationality.
So , on the basis of above mentioned you can not write this exam being only a graduate student.
