- UPSC is not an exam.It stands for UNION PUBLIC SERVICE COMMISSION,which is a body constituting a panel of board members,headed by Mr D.P.Agarwal.This body conducts various exams throughout the year for the recruitment of the deserving candidates in the reputed sectors of ADMINISTRATION,POLICE SERVICES,DEFENCE,POSTAL SERVICES,FOREST SERVICES,REVENUE SERVICES,MEDICAL SERVICES,INDIAN RAILWAYS and a plenty of others.
- These sectors are very different from each other,and hence the posts are filled in through Different exams for Different posts.
- Now,COMING TO YOUR POINT,I would have answered your queries better if you had been specific with which exam's last date you had talked about.
-However,here is what you are seeking for.
{01} The CDS-II exams.
The last date to apply for the CDS-II exams is 2nd July,2012.The Online applications close 12 Hours midnight,sharp.
To apply ONLINE,visit the website mentioned aside - www.upsconline.nic.in
To apply OFFLINE,you may purchase the application from your nearest regional main branch post office.
{02} The TES recruitment.
The last date to apply ONLINE for the Technical Entry Scheme is the 2nd July,2012.
You can apply ONLINE only.
To apply,visit- www.joinIndianarmy.in
{03} The NDA-II application Lines closed early this month on June 4th.
Hence,you can no longer apply for this exams.
{04} The CIVIL SERVICE examination forms are released in February every year.You may find all notifications with respect to this and the other exams conducted by the UPSC,on the official website of the UPSC-
www.upsc.gov.in
--AS OF NOW,THERE ARE NO OTHER NOTIFICATIONS OF ANY OTHER FORMS OF UPSC governed EXAMS released.

YOUR QUESTION IS NOT CLEAR as UPSC conducts so many exam's through-out the year whose closing dates varis accordingly.
right there is open link for the CDSE-II, whose closing date is 2 July 2012.

- Notification release on 4-0202012
- Application form available from 04-02-2012
- Last date for submitting application form 5-03-2012
- Preliminary exam: 20-05-2012
Combined Medical Services Examination:
Last Date of Submission; 23rd April,2012 till 11.59 pm at the site www.upsconline.nic.in

dear friend,
generally for all the exams of upsc you have one month to fill the application form
from the advertisement releasing date.
And it is same every year and never be changed.
So you are advised to fill the application before the closing date or last date of application.

sorry to say but your question is not complete ,
please mention the name of exam,
because every year upsc conducts varies exam and last date for the every exam is different ,
so please be careful when ever you ask any question,
you question should be clear so that we can understand well and can give the right answer.
for the time you can go to the commissions website and can know the last date of the upsc exam about which you want,
