Well dear upsc means union public service comission.it is all india level organisation.the exams which are conducted by upsc are of all india level and are central jobs.
HCS Stands for hariyana civil services exam it is a state level exam and the candidate getting job through it will get a state level job.

HCS stands for Haryana Civil Service and its do all types of exam only conducts states level.................
