Hello Friend,
UPSC is a constitutional body and its mandate is to conduct various examinations for recruitment to various posts. One among those examinations is Civil Services Exam which is abbreviated as CSE. The exam is presently conducted in 3 phases viz prelims (objective), mains (subjective) and interview. One has to clear all three stages to become an officer related one of the 24 departments included in civil services. Hope this helps.
Thanks,
