UPSC stands for Union Public Service Commission.
It is the autonomus body formed under the article 315 0f the Indian Constitution
to make recruitments to administrative and Civil Services at the Union and State level
through conduct of competitive exams at the All India Level.
UPSC conducts various exams at the Undergraduates level viz. NDA and SCRA Exams
and at the graduate level it conducts exams like Civil Services Exam,CDS,Engineering Services exam,
Central Police Forces,CMS,IES,etc.
Age Limit is set for various UPSC exams and may differ from exam to exam.
Relaxation of age limit is provided to candidates of the reserved category like

As far as my knowledge the minimum required age of upsc exam.is n.d.a.n.d.a stands for national defence academy.union public service commission (upsc)conducts n.d.a twice a year to recruit in indian army/air force/navy.
1.a 12th pass candidate can apply for n.d.a to join in indian air force/navy/army.
2.the minimum age required is 16 and a half year to 19 years.
So friend as per question upsc require's minimum age for n.d.a candidate is 16 and 1/2 years.

Minimum Age Limitations for UPSC exams 2013 - Civil Services
UPSC Board conduct many departments exams so the age limit is also different for each exam and you did not mention the name of the exam for which you are going to apply but mainly UPSC conduct civil services exams which are - IAS, IPS, IFS, IFOS etc. and the age limit to apply for these exams is - 21-30 years means the candidates should not be less than 21 years and more than 30 years of age and if candidate belong to reserved category as SC/ST/OBC then they will get relaxation in upper age which is 5 years for SC/ST and 3 years for OBC category candidates.
Educational Qualifications : A degree or it's equivalent qualification from a recognized university with at least 50% marks and 45% marks for SC/ST/PWD/EXS category candidates.

To become an IAS officer you have to apply for IAS/IPS exam conducted by UPSC .
Graduates in any discipline are eligible to apply for IAS/IPS exam.
Your age must be between 21 to 30 years if you are general category candidate.
Age relaxation of 5 years for SC/ST, 3 years for OBC, 10 years for physically handicapped is available.
