if your age becomes 21 years on 1 august of this year then you can apply for UPSC exam this year.
else you have to apply for UPSC in next year.

If you fulfill the require age criteria at the time of filling the application form then you are eligible for the exam . But you should also fulfill the other require criteria also like . you should done your graduation from any recognized university . if you are in the final year of your graduation then also you can eligible for the exam but before the main examyou should done your graduation . The age limits for any exam are set keeping a reference date. That means you should be within the age limit on that fixed date.
With respect to the Civil Services Exam the reference date is first august of the year of Exam.
So to be eligible for the Exam you should attain age of 21 years on the 1st august of the Exam year.
