The only requirement they written is that one should done their graduation .
The requirement written by UPSC for the CSE is below :

For SC/ST cast 21-35
For Physically Handicapped 21-40
So if you fulfill the above criteria then you can give the UPSC exam .
But be remember that there are certain limit for giving the exam like
4 for general cast

no limit for sc/st cast .
So when you are fully prepared then and then you should try to give the exam otherwise your attempt will be failed .
So prepare very hard so that you will crack the exam and get a good future .
good luck.....
Dear
upsc required the only passed graduate student from the recognized university which is approved by the ugc/aicet. the percentage of the marks is no matter for the civil service exam. so don't worry you start your preparation for the exam. the higher qualification is also no matter for the exam. it is helpful you in the future.
best of luck for the future

Hi,It does not matter how much mark you have only passing mark is sufficient for this exam but u should have graduation degree in you hand EDUCATION QUALIFICATION :-> one should done their graduation from any recognized university .-> If you are in final year of graduation then also you are eligible for the exam butyou have to complete the graduation before the main exam .AGE CRITERIAFor General cast 21-30For OBC cast 21-33For SC/ST cast 21-35For Physically Handicapped 21-40Good luck.....
Dear for your kind help and information that UPSC board has not decided any particular criteria to get qualified in the preliminary exam because the qualifying marks are found changed at every prelims exam conducted by UPSC board and it is decided according to the category of the candidate so that we are unable to tell you the exact cut off marks like other exams as Bank clerk and PO but the last year cut-off marks was 306 marks out of 400 marks for general category candidates and you may see that competition is being huge everyday so that this year cut-off marks may go to the 315 marks out of 400 marks of both papers so dear you should not care about the cut-off marks and prepare for prelims exam and you should prepare according to score about 350 marks in the exam then you would reach to the 310-15 marks in the prelims and get qualified in the exam.
All the best

The basic thing needed for the upsc exam is that you should be a graduate in any stream.
But your marks in your graduation never considered for the exam.
