One of the main reason's is there is no other prestigious job directly like IAS and IPS, as the Civil Servants get a chance to help the people directly.
And there's no other commission like UPSC that can get to higher position than Civil Servants directly.
In other words, if there's any exam for the Prime Minister's(PM) post then everyone would have gone behind that. But unfortunately there's no exam like that.
And people are shifting towards Government jobs even though they're less paid because they're free to do their job and they find security in government job.
For example: If you're interested in taking a study leave for 3 years, you can get that in government job easily. And the most important part is you can still have the job after the 3yrs, which you cannot find it in a private job.
No security for Private job.
This is only one example of many. There are still many advantages of Government sector over Private sector.
