Hello Dear,
In UPSC civil services exam, the percentage / marks doesn't matter. If you are graduate from a recognized university you are eligible for this exam. If you are appearing the final year exam then you are also eligible for this exam.
Other eligibility criteria is
age should be 21 to 30 years
age relaxation for OBC candidate 3 years
age relaxation for SC/ST candidate 5 years
attempt limit
General- 4
OBC- 7
SC/ST- no limit
