yes sir if you complete the degree from the recognized university,which is approved by the ugc/aicet/state government/ center government then you are eligible for the marks.the percentage of the marks in the graduation is no matter for the exam, if you complete the higher qualification then the graduation then also no problem it is beneficial for you in the future. upsc demands for the civil service exam the graduation in any stream.
the age limit for the exam is the 21 to 30 years. age relaxation for the reserve category, the attempt of the exam is 4 times for the general category.
your degree is useful where the requirement the graduation in any stream, some time some jobs required particular field in the graduation.
so don't worry you are eligible for the civil service and cds exam which is taken by the upsc.

Eligibility required:
Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 30 years.
