It seems your question is little confusing. Still i will try to answer it while your wish.
You can not work as an army officer in other countries while representing Indian govt. job. To work there as army officer, you have to be citizen of that country first, and you must fit eligibility criteria of that country.
And if you want to work in other country as representing Indian then Indian foreign services is the best option for you. They people works with foreign issues while doing job in India. They do have chance to go abroad for resolving issues of India, and chances to become ambassador also.
UPSC conducts exam for it every year.
Notification of exam comes in every year in month of November to December. Limited vacancies are available every year in India.
The only eligibility criteria is:
- Graduation from govt. recognized university.
- Indian citizenship
- Age of 21 to 30 years.
- Age relaxation of 3 and 5 years for OBC and SC/ST category.
