Well dear to become a civil servant like ias and ips you have to clear civil services exam.as far as eligibility you have done graduation through any stream it will not effect much but as you want to build your career in this department then i will say that you should do your graduation with arts.subjects like history geography couers a very large topic in civil exam so it will be helpful for you.

There are ample number of opportunities for candidates who aspire to become Civil servants like IAS,IPS.
Once you become IAS or IPS officer,then in the Government of India (i.e.. in the ministries) you will deal with the formulation of policies and supervise their implementation. In each Ministry you will supervise the allotment and utilization of funds by the field officers in your Ministry.
You will also be asked to furnish information to the Parliament in response to queries relating to your Ministry.

The career options which is most suitable basically depend on the facts that what are the subjects offered by UPSC for exams like IAS,IPS etc.
Now as the IPS stands for the Indian Police Service and IAS stands for Indian Administrative Services,so the services that the IAS or IPS provide to the civilians is related to the their problems of daily life and also the future of their,basically the point is that to ensure that the population gets all the benefits from the governmental resource in the fair and equally distributed manner,so that they can overcome the difficulties of their life and can make their life a beautiful one.
Now to help them in such manner ,the officers need to study that what are the problems are there associated with them,that they will have to eliminate and what are the resources or the process are available that can can make them their life problem free.
That is they will have to study the Indian Economy and the Indian cultural and their related problems which are only find in the subjects like political science,history,geography,economics etc the subjects which are non technical and provide almost every bit information about the country situation and the problems that the country is facing,as the IAS and IPS are selected for to take responsibility of solving them.
