There is no restriction on percentage in Graduation for ESE eligibility. In fact for most of the UPSC exams for graduates as Civil services, Forest Services, Engg Services, CDS etc none of these have marks restriction for eligibility.
You can be eligible for ESE if you have an Engineering Degree from any stream whatsoever with whatever marks but from a recognised University and institution. The age limit is 21-30 years for general,21-33 for OBC, 21-35 years for SC/ST.
Apart from these there is no other mandatory criteria for being eligible for the exam.

For ESE exam no restriction of percentage only it is required that you should be graduate and also can apply in last year of graduation.
Age Limit :-
Your age must be under 21-30 years , 3 years of age relaxation for Bc candidates and 5 years of age relaxation for SC/ST candidates.

There is no such percentage criteria in graduation for ESE eligibility.
A candidate is eligible for ESE examination is he/she have completed graduation in engineering from a recognized institute.
The age limit is 21 yrs to 30 yrs. upper age relaxation is for SC/ST (5 yrs) and OBC (3 yrs).

It is good that you want to join Engineering services exam which is conducted by UPSC to become IES officer.
So there is no specific percentage criteria for IES Exam.
If you have completed engineering discipline in following departments then you are eligible for IES exam
1.Civil Engineering
2.Electrical Engineering
3.Mechanical engineering.
4.Electronics and Communication Engineering.
If you have M.Sc degree in Physics , Radio Physics then you are applicable for IES exam.
Any engineering branch are applicable for IES exam but you should go for above mention subject.
The applicant age should between 21 yrs to 30 yrs.Age relaxation is provide for SC/ST/OBC candidate.
Final year student also eligible for IES exam .
Number of attempts for IES exam is for general student it is 4., for OBC it is 7 times. and for SC/ST it is 9 time.

This exam is conducted by UPSC and like other UPSC exam minimum qualification criteria for IES is that candidate mudt be graduate from any recognized university.It doesn't matter how much % did you get in your graduation.So whatever your marks after graduation you will be eligible for IES.Good Luck
