There is no minimum percentage required for applying in IES.
You can apply if you have passed or in Final year of B.tech.The age limit is 21-30years for general category,21-33 for OBC and 21-35 for SC/ST.
The marks does not matter for being eligible but good marks will definitely help during interview.

There is no requirement of any kind of specified percentage required in your under graduation for giving the indian engineering services examination.
For giving the exam, you need to fulfill the following eligibility criteria which states that you should be a graduate in any stream of engineering mentioned below.
Electrical/mechanical/ECE/ civil engineering.
And the age criteria for giving the exam is that your age should not be less than 21 years of age.
However the maximum age limit is different for different categories
For general= 30 years
For obc= 33 years
For sc/st= 35 years

there is no any percentage criteria in INDIAN ENGINEERING SERVICES.
but yes there is a restriction in examination that the candidates have to give the examination in one of the four branches.
the branches are.
1. electrical engineering.
2. electronics and telecommunication engineering.
3. civil engineering.
4. mechanical engineering.
so you are advised to prepare your self for any of these branches if you wish to apply for the same and to become a govt. engineer.
