Following are the eligibility criteria for appearing in Civil services exam:
1.For IAS and IPS, Citizen of India and for other services Citizen of India or subject of nepal or Bhutan or Tibetan refugee or Indian origin candidate migrated to India and having certificate from govt of India.
2.Educational qualifications: Must be a Graduate or in Final year of graduation from any stream from a govt recognised university
3.Age limit 21-30years for general 21-33 for OBC,21-35 for SC/ST
4.Number of attempts 4 for general,7 for OBC and unlimited for SC/ST within age limit

For civil services exam..

You need to graduate from recognized university and the age limit is 21-30 yrs..
