Not a big deal any one who completes a bachelor degree in a government approved college may appear for UPSC if their age limit permits.... And I don't get you... What do you mean by scope... As I already said Civil service is a service don't see it as a scope or job...

B.Tech is a graduation degree course and after graduation every candidates are eligible for civil services examination and engineering students are also eligible for Indian Engineering Services examination.

For that examination your age must be under 21-30 years , 3 years of age relaxation for BC candidates and 5 years of age relaxation for SC/ST candidates.

For that exam no percentage barrier , those candidates are also eligible which just have passing marks in graduation.
