The notification or application forms are generally available in the first week of feb and the last date to apply for it is first week of march...

You can apply for it at www.upsconline.nic.in

Till now the commission is not released advertisement or notification for Indian Revenue services.
Now there will application will be under precess for Civil services.
IRS applications may be released afetr the completion of civil service examinations that is after 4th April,2013.
