you got the application form from the head post office of the city. easily you got from the apllication form. and pay required the fee trough crf ticket which is availabale in the post office.
you also fill the application form trough online way on the official website of the upsc.

Dear aspirant,UPSC conduct many exams such as IAS, IES, IPS,SCR etc. Along with that it also conduct exam for railway recruitments. And that exams forms available online at www.upsc.gov.in or your nearest entrance exam form centre.Best luck!

Academic Eligibility criteria- Intermediate or Senior Secondary (12 years) Examination under 10+2 pattern of School Education or equivalent with Mathematics and at least one of the subjects Physics & Cheministry as subjects of the Examination in 1st or 2nd Division.
Age limit:- 17-21 years
~Engineering Services Examination
Academic Eligibility criteria-A degree in Engineering from a recognised University or eqivalent. M.Sc Degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subject acceptable for certain Services/posts only.
Age limit:- 21-30 years
Application forms for both of these Exams will be available in the Head post office of your District.
