presently I am preparing for government exams like railways recruitment board and upsc not only for this year but also for the coming years .my age is 28 now .so i would like to know that what are the upcoming notifications and when will be the next railway recruitment board(non technical ) notification be announced? Is it announced every year or once in 2 years?

UPSC release the notification for SCRA exam already on 13/10/2012 while last date was on 12/11/2012.
So friend you can not apply for SCRA exam.
But you can apply for the UPSC civil service exam.
The notificatio for civil service exam will be released on 2/2/2013 and last date of application is 4/3/2013 and prelims exam will be heldo 19/5/2013
