you can purchase ncert books from your nearest book seller. you can get form of ias exam from your district head post office or you can apply online from upsc.gov.in.

You can purchase NCERT books from your nearest school book seller. Every school book shop has NCERT books.
And You have to apply for Civil Services Examination for IAS post since Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.

You have to satisfy the the basic eligibility criteria mentioned below to appear for Civil Services Exam:

1. The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible

2. Age limit for Various Categories
General 21-30 yrs
SC/ST 21-35 yrs
OBC 21-33 yrs
PH 21-40 yrs

3. Number of attempts permitted
General 4
OBC 7
PH 7
SC/ST No Limit

4. Candidate should be Indian.
