Your age that you have mentioned is 23-08-1981 , and you are wanting to apply for next year IAS entrance exam , but friend let me tell you that in 2014 your age will be 33 years , hence you can apply only if you belong to OBC/SC/ST category , being a General Category , sorry to inform you this but you cannot apply for 2014 exam if you are a General category as the maximum age limit is 30 years . And for OBC is 33 years , whereas for SC/ST it is 35 years .

if your date of birth is 23rd august 1981, then you cannot apply for the ias exam if you are from general category, but if you are from any other category then you can apply for the exam. the age required at the first day of the year in which the exam is going to be conducted are;-
general- 21 to 30
obc- 21 to 33
sc/st- 21 to 35
pd- 21 to 40.

The eligibility criteria for IAS is :
1.You must be a Indian Citizen.
2.You must have attained the age of 21 years on 1st august of the year of exam and must not have exceeded 30 years of age.However age limit is relaxed by 3 years for OBC category and 5 years for SC/ST/PD category.
3.You must a minimum graduate from any recognised university.
The number of attempts is limited for General category to 4
7 for OBC category, and
unlimited for SC/ST/PD.
Since you have already crossed 30 years of age you are not eligible but if you belong to OBC/SC/ST/PD category you are still eligible for the exam.

From your date of birth(23rd August 1981) it is clear that you will attain 33 years on 23rd August 2014.
if you are from general category then sorry to say that you are not eligible to apply for Civil Services Exam that is conducted by UPSC for the post of IAS.
But if you are from OBC or SC/ST category then you can apply for the Civil Services exam next year.
