CRF stamp stands for central recruitment fees, it is a way of paying the fees for examination by purchasing stamps, and it is available in denominations of 50 and 100 in any post office in the country. Its available in all the head post offices of the country.
If you are exempted from fees then you need not paste the stamp.

-The CRF stamp stands for CENTRAL RECRUITMENT FEES.It is a mode of payment for the total cost incurred by the student in filling the application form and appearing the examination.The UPSC uses it as safer mode of payment for OFFLINE APPLICATIONS.It exists in two denominations : Rs 50/- and Rs 100/-.

no it is not necessary to have cds stamp for girls!
CRF means Central Recruitment Fee stamp which is of 50 rupees Every Candidate must pay the Prescribed fee only through this Stamp.
NOTE :
Now, women candidates, SC/ST and Physically handicapped are exempted from paying the CRF stamp fees and can apply free of cost.
So as clearly mentioned, you need not buy the CRF stamp, hence you can send the form without any fee as you are exempted from paying any fees.
since CRF stamp is the way paying the offline form fees for the CDS examination but girls candidates are EXEMPTED by UPSC from any fees so it clearly indicates that you need not to pay fees , which implies that girls don't have to need any CRF STAMP.
