sorry to say that you can apply for UPSC CDSE OTA exam only in final year of your B.Tech or after completing B.Tech.
for OTA your age must be within 19 years to 25 years and there is no relaxation in age for any category.
as you can apply for OTA exam only in final year now you can start preparation for OTA exam.
