I think you have done B.Com from IGNOU with BPP course. The degree of IGNOU is fully recognized with UGC and you can fill the form of UPSC. But if you didn't do graduation from IGNOU. Then you have to see that your university is recognized with UGC or not.

Only UGC recognition university candidates can apply for the upsc. Your university should also affiliated to DEC if you do graduation from correspondence.

Friend if you have done your B. com from UGC recognized university or its equivalent.

Then you can apply for UPSC exam.

But still I will suggest you to contact UPSC authority through its official website www.upsc.gov.in

You are eligible to apply for the examinations conducted by union public service service commission because,You have completed B.bom degree from indian recognised university so,you can apply for civil service preliminary exams - 2013.

Age limits must be :
21 to 30 years for general.
For OBC - 21 to 33 years .
For SC/ST-21 to 35 years....

Notification will be released in the month of February/March once in a year in Employment news paper or you can see in commission's website:

Well friend, if you have done B.Com from IGNOU than it's ok, otherwise contact your university to check whether you have studied from a recognized university or not.

Eligibility Criteria for Civil services :


>> You must have done Graduation from any Recongnised University by UGC , if Correspondence than DEC.

>> Age Criteria :

Minimum age : 21 Years
Maximum Age : 30 Years

Relaxations for OBC : 3 Yrs in Maximum Age
Relaxations for SC/ST : 5 Yrs in Maimum age.

>> Number of Attempts :
Genereal : 4
OBC : 7
Sc/ST : No limit.

>> You Must be Indian Citizen for that.
