First of all ,you have not mentioned the name of the UPSC examinations as UPSC conducts large no of examinations every year.So ,I have provided the age limits for some of the UPSC examinations which are as below;
1.NDA/NA exam:
>>Minimum age limit:16.5 years
>>Maximum age :19 years.
2.Special class Railway apprentice examination:
>>The age range is from 17 to 21 years
3.Civil services examinations:
Note: The age limit for IES,IFS exam is similar to civil services examinations.
4.Combined defence services.
>>The age range is 19-25 years
5.Central police force examinations:
>>The age range is 20 to 25 years with relaxations for obc and sc/st respectively.
6.Combined medical services:
>>Minimum age limit is 21 years

Yes there is a criteria for upper age relaxation in UPSC exams which is following :
UPSC conduct many departments exams so that the eligibility criteria and age limitation is also different for every exam :
UPSC Civil Services : IAS, IPS, IFS, IES, etc.
Age should not be more than 30 years and less than 21 years and relaxation in upper age for reserved category which is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Es-Servicemen
UPSC Defense Services : NDA - National Defense Academy and CDS : Combined Defense Services
NDA : Age should not be less than 16.5 years and more than 19 years and relaxation in age as per government rules
CDS : Age should not be more than 25 years and less than 21 years and relaxation in age as per government guidelines
UPSC Medical Services : CMS : Combined Medical Services
Age should not be more than 32 years and less than 22 years and relaxation in upper age as per government guidelines

Age limit for UPSC examination:
The upsc civil exam appear candidates age between 21 to 30 years .Age relaxation for SC ,ST ,OBC ,handicapped persons details given below.
(i)5 years age relaxable for SC,ST candidates
(ii)3 years age relaxable for OBC candidates
(iii)5 years age relaxable for defence service personnel
(iv)5 years age relaxable for ECOs /SSCOs who have rendered at least 5 years assignment in the military service.
(v)5 years age relaxable in the case of ECOs/SSCOs who have completed an initial period of 5 years in military service.
(vi)10 years age relaxable for blind ,deaf .mute and orthopedically ,handicapped persons.

upsc conduct's various examination each exam.has the age limitation to get the eligibility for the concern exams.for example upsc conduct's civil service/n.d.a/c.d.s exams all exams have the age limitation as:
Civil service exam.the age must be for gen.21-30 years'.for obc:21-33 years and s/c . St: 21-35 years.
N.d.a-the age must be within 16 1/2 years' to 19 years.
Cds-candidates' age must be within 19 years' to 25 years.
