yes, you can apply for UPSC exams after completing Engineering in IT from Pune. you can also apply for UPSC exams in final year of your engineering. you can apply for various UPSC exams CS, IFS, CDS, IES, CPF etc.
Eligibility Criteria :
1. Graduation in any field from recognized college or university.
2. Your age must be within 21 years to 30 years. there is relaxation in upper age limit: 3 years for OBC and 5 years for SC/ST.
there is no consideration of percentage so do not need to worry about percentage.

In this time you are studying graduation degree, when you will pass the graduation degree or appear in the last semester exam of your university the you can fill the form of upsc. You can fill the form of ias/ips/ifs/ies exam. In ias/ips you will get the job of administrative field but in ifs you will get the job in forest services and ies is for engineering services. You can fill the form of these exams as your interest.
There is no any percentage restriction in the upsc exam. If you just pass the exam then you can appear in upsc. For fill the form you can log on to www.upsconline.nic.in.

graduation in any field form a recognized institute under ugc is the basic eligibility to apply for upsc exams and along with that your age should be between 21-30 year if you are general category aspirant .
also you will get an age relaxation of 3 years and 5 years if you belong to obc or sc/st category respectively
please note that there is limited number of attempts for general and obc category aspirants. for obc there 7 attempts while for general candidates there only 4 attempts to try for a upsc exam .
