Yes you means an General category candidate can get 4 attempts in IAS, IPS, IES etc post exams.
Earlier it was 4 attempts and currently it is four.
Attempt is counted when you sit in any one exam.
But it is not counted if you have filled the form but not sit in exam.
The attempts for OBC is 7 now.
SC/ST have not attempts bar.
They can sit in every exam within their age limit i.e. 21-35 years.
no, dear you will get the total 4 attempts for all the services for a single exam. you will not get 4 attempts each for every services for the same exam. but attempts are allowed only in case of separate/different exam.

Therefore you have follow the number of Attempts;-
General-4 times, OBC-7 times
There is no limit for SC/ST category candidates.
The following are Age limit for Civil services exam;-
General age limit is 21-30 years.
3 years age relaxation for OBC category
5 years for SC/ST category
You must be passed a graduation degree from a Recognized university.
Appearing in final year candidates are also Eligible.

Selection to services like IAS(Indian Administrative Services),IPS(Indian Police Services ),IFS (Indian Foreign Services),IRS(Indina Revenue Services) are done through one of the most prestigious examination civil service examination.Since the selection of format for all the examination are same ie only through civil service examination.So you dont need to think that for every service number of attempts
Inspite of the services you choose the number of attempts will be constant and if you belong to general category you will get only 4 attempts.However if you belong to OBCs you will get seven attempts and for SC/St there is no restriction in number of attempts but keep in mind whatever chances you are getting that is within your age limit.
So don't worry for choice of services thinking about the service you want to get.
To all the mentioned services IAS, IES, IPS only one exam is conducted i.e civil services exam conducted by UPSC.
Attempts are given for the whole exam not for individual service.

IAS,IPS,IRS are all such officer post of administrative services.
Now there is only one exam named as CSAT(Civil Service Aptitude Test) is conducted that includes
IAS,IPS,IRS etc.
It all depends upon the rank that you will score in CSAT exam your services will be provided to you as per your rank.
Hence the number of attempts for CSAT are
4 for General category
7 for OBC
Unlimited for SC/ST.
Now IES that is Indian Engineering Service is different at all.It does not fall under CSAT,it is completely different from CSAT.
It does not fall under CSAT.
There are no limits of attempt for IES irrespective of any category.
