Hi,
You are Eligible for UPSC exam after Graduation degree. To join UPSC exam,you must be passed a bachelor degree from a recognized university.
There is not Percentage requirement. You must consist just passing marks.
Recognized University must be Indian recognized.
Your age should be between 21-30 years.
If you are OBC candidates,
3 years age relaxation(21-33 years)
If you are SC/ST candidate,
5 years age relaxation(21-35 years)
You are eligible for UPSC exam if you are passed graduation degree with 49.5% marks.

UPSC this year has not asked for any marks criteria.It has asked only candidates who have passed or are in final year of Graduation to apply for Civil services exam.If the criteria remains same next year,which hopefully will be,then you are perfectly eligible for the exam of Civil services.Keep preparing for the exam as you have a long time and you are eligible.

yes you can apply for upsc civil services examination even if your percentage is below 50%, since there is no such criteria, all you need is a graduation degree in any field from an ugc recognised university, you can apply online from upsc.gov.in and get offfline form from head post offices.

yes my dear friend you are eligible for giving the upsc examination even after securing 19% marks in your graduation
for giving the exam you just need to be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years.
And as it requires only passing percentage, then you are even allowed to give the exam if you are having 33% marks in your graduation
