yes you can apply for UPSC IFS exam while appearing in final year of your B.E you can also apply for IFS after completing your B.E.

for appearing in exam you have to fulfill some requirements like:
>>The candidate must hold a Bachelor�s degree with at least one of the subjects Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology,
Mathematics, Physics, Statistics and Zoology or a Bachelor�s degree in Agriculture, Forestry or in Engineering from recognized college or university.


>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

Yes you are eligible to write IFS Exam in your final year of graduation.

As the official notification of UPSC for IFS exam states that:
"Candidates appearing at the degree examination (with prescribed subjects) also eligible to compete subject to certain conditions".

The prescribed subjects and academic qualification is:
A Bachelor's degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a degree in Agriculture or Forestry or Engineering of a recognised University or equivalent.

Yes you are eligible.Candidates having passed graduation or in the final year of graduation are eligible for UPSC exams as Civil services or IES or IFoS etc.As you are in final year you are perfectly eligible.You will need to produce your provisional degree before the Mains exam if you qualify the Prelims.All the best
