first of all that i want to clear you that you can apply for UPSC mains Exam only after clearing UPSC Prelims Exams. so firstly you have to apply for UPSC prelims Exams.
you can apply for Prelims exam while studying final year engineering course or after engineering.
and for eligibility your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

To apply for Civil Service exam then you have to completed your degree OR appearing in the final year of degree course . So according to your qualification you are eligible to apply but you can apply for UPSC Main Examination . Because to apply for UPSC Main Exam then you have to clear the Prelims examination . If you are cleared main exam then you are eligible to apply for this examination .

yes dear final year appearing students can also apply for the upsc exams....students appearing in final year of graduation or in engineering from a recognized university can apply for the upsc exams...and age of the candidate should lie between 21 to 30 years...candidates belonging to OBC category will get age relaxation of 3 years and those who belongs to SC/ST category will get age relaxation of 5 years...

First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
the answer to your question is perhaps YES.
You're allowed to write the CSE mains while you're in your final year.
All you need is graduation certificates when your recruited. On this basis, you're allowed to write while your still in the final year.

but to make to the MAINS EXAMINATION you have to clear the PRELIMINARY EXAMINATION.
after the mains examination you have to go through an interview .

you can write civil services exam during your final semester(final year) provided you fulfill the following clause:
A candidate must have attained 21 years and mustnot have attained the age of 30 years as on 1 august in the year of examination.
before you can think of writing civil services mains exam you should first appear in the civil services prelims exam and qualify it.
the prelims exam will be held in the month of may.
first qualify prelims then you will be able to write mains.i f you dont qualify prelims then you cannot appear.

Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission�s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. I Am sorry to say but you are not eligible for UPSC MAINS Exam instead you are studying in Engineering Final Year.
Because In order to give the UPSC MAINS Exam , you must have to pass the UPSC Preliminary Exam first after that you will be eligible for MAINS Exam.
The Eligibility Criteria for UPSC Exams are :
* You must have completed your graduation from any recognized college/university.
* Your age must lie in between 18-31 years.
* You must have Indian Nationality.
* There are relaxations in upper age and minimum number of attempts to students belonging to reserved categories.
