Your Master's in Biotechnology does not makes you eligible to write UPSC Indian Forest Services Examination.
However your subjects at bachelor level might do; as the academic eligibility criteria for IFS Exam requires:
A Bachelor's degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a degree in Agriculture or Forestry or Engineering of a recognised University or equivalent.
So if you have any of these subjects in your graduation degree then you are eligible to write UPSC IFS Exam.
This also clarifies that more number of master degrees does no good.

Yes,definitely you are eligible to apply for IFS exam after completing M.Tech in Biotechnology. As you are a student of Biotechnology it will help you in your carrier in IFS and Second thing you can choose optional subject related to this. And your Masters in Biotechnology helps you to crack the exam.
Eligibility Criteria for IFS Exam:
>>you must hold a Bachelor�s degree with at least one of the subjects Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology,Mathematics, Physics, Statistics and Zoology or a Bachelor�s degree in Agriculture, Forestry or in Engineering from recognized college or university.
>>your age must be within 21 years to 30 years. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.
