There is no any percentage requirement in UPSC IES exam notification. You can apply for it. There is only that a student who is 4 years graduate in any engineering stream he/she can apply for engineering services examination.
The Exam is conducted by Union Public Service Commission(UPSC) in the month of June India wide. There are objective as well as subjective papers.
One paper for GS (General Studies) is part of the assessment system apart from the engineering subject of the candidate. The entire technical subject is divided into two papers (PAPER 1 and PAPER 2). There is a three day schedule of the written examination, comprising in all five written examination.
Eligibility criteria for Indian Engineering Services Exam-A degree in Engineering from a recognised University or eqivalent. M.Sc Degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subject acceptable for certain Services/posts only.
So as there is no special percentage requirement for application , YOU CAN APPLY.
IES Exam Eligibility:
Age Eligibility: (on the 1st January, 2012) You need to be between 21 years to 30 years. DOB should not be earlier than 2nd January, 1982 and not later than 1st January, 1991. Age relaxations exist as per Govt. rules.
Academic Eligibility: You must be a graduate in Engineering from a recognized university in Electronics/Civil/Mechanical/Electrical. Even Final year students can also appear in IES exam, provided he/she can provide the proof of passing the exam when IES exam (Written) result comes out, which is around December 2012.
IES Exam 2012 Important dates:
Date of notification & Online submission of form starts: 10th March, 2012.
Last date for submission of IES 2012 Online form: 9th April, 2012.
Date of IES 2012 exam: 15.06.2012 (3 days exam).

- Indian Engineering Service is conducted every year for recruiting engineers to the various engineering disciplines available in the central service departments .
- Having 6.5 CGPA you can apply for the engineering vacancy your tenth mark do not matters for the exam. Only the degree marks is considered.
- The minimum eligibility required for the exam is 21 and you can attempt the exam in final year if you are above the mentioned age limit
- The maximum part for the exam is 1000. It is divided into four paper . All the paper carries two hundred marks each. the first paper being general and aptitude . The second is discipline paper. First and second paper is for 200 marks and duration is two hours.
- Then there are two papers each of two hundred marks and duration being three hours . Following it is the personnel interview which is for two hundred . The total gross is 1000

You can write this exam as you satisfy the needed education qualification and there is no specific percentage which you need to have possessed for writing this exam.
As you have told that you are a B.E student you are eligible but there is a condition and it is that you need to have passed from the following departments:

If you have completed B.E from these departments means then you can apply for the exam.
