if your university is approved then you are eligible for the exam.

as you said your university is under section 2f ......if your university is recognized then you can apply for the upsc exams but if it is not then you can not...

According to the section 2f of UGC act, your college is recognized by the University. So You can surely appear for the UPSC examination. Because only the graduates of the recognized university students are eligible to appear for the examination. Best of Luck
