If you are expecting your graduation result before the date mentioned in the notification then definitely you can apply for IAS exam.
But you have to produce documents when they ask otherwise you will not be considered.
For IAS exam graduation in any discipline is required and your age should be between 21 to 30 years if you are a general category candidate.
