Minimum educational qualification required for UPSC civil service examination is a Degree from a Indian Recognised University.Those who appearing final year in Degree are also eligible,with minimum percentage only,so, no high percentage required in degree.....

Age Limit:

For General must be :21 to 30 years.
For OBC-21 to 33 years.
For SC/ST-21 to 35 years.
For PH candidates-21 to 40 years as age relaxation....

Notification will be released on Feb/March in a every year...

Because the qualification for the examination is to pass Bachelors degree at any recognized university in any stream which you have already possessed.
