The UPSC conducts various exams most of them are for the graduates and very few of them are for the intermediate passed ones.
The UPSC conducts only two exams for intermediate NDA-entry for the defence wing.SCRA-entry in the railways.
But there are many for the graduates.Now UPSC has really no issues with your attempts that you made in your intermediate,the only point that must be kept in mind is that you have passed the exam and also at every stage must satisfy every conditions,criteria required for the exam.
It really does not matter that how many years it took to complete your intermediate,but only thing must be kept in mind that your degree and certificate are cleared and you have passed the exam or the degree.
A 5 time attempted passed student is also a passed one and 1 time attempted student is also a passed one.

There is nothing to worry ,you are eligible for the UPSC exams as the UPSC requires candidates who have passed the 10+2 from a recognized board with passing % of marks .UPSC does not care that in how may times you have cleared your 10+2 exams.
After 10+2 as educational requirement you are eligible for the NDA and SCRA exams if you have completed your 10+2 with physics ,chemistry and mathematics as compulsory subjects.
The age limit for the NDA is 16.5-19 years and for the SCRA is 17-21 years.
You must be an Indian citizen.NDA is conducted twice every year and SCRA is conducted once every year by the UPSC.

Yes definitely you can sit for UPSC Exams as you just need to satisfy the basic eligibility criteria for the concerned exam. UPSC doesn't consider marks/attempts/percentage so don't worry about it.

Friend, generally UPSC is authorised to conduct the several competitive examination on the basis of 10+2 level as well as graduation level. For UPSC Examination, there is no need of any percentage mark in academic qualification. Also there is no any emphasis given on any backlog or number of attempts taken by the candidate.Only thing which is required that the candidate should possess the requisite qualification. Any backlog or any number of attempts does not halt the eligibility of the candidate under any circumstances.
Yes you can seat to UPSC if you have completed your graduation in any stream from any recognized university or you are in final year of graduation. It doesn't matter how many attempts you have given in 12th.

UPSC have some limitation and if you are out of it then you can allpy for any exams.

age must be 21 to 30
any graduation from recognized university.
and if you are about in it then you can be part of upsc its doesnt matter how many time you have spend in which standrad.

Kindly you dont need to worry for the number of attempts you have given your 12th board ,,, if you are graduate then you can apply for the exam conducted by the UPSC.........
Some times your number of attempt in board can matter in that situation when you are facing the interview but if have a very good rank then you dont need to worry and face the interview with full confidence and give there a valid reson for your number attempts in board.......

2nd===you are in final year of graduation.
