Yes any degree and any stream graduates are eligible to apply for UPSC exam if you have completed any one of these - BA/BBA/BCA/BSc/BBM/B.Com/BE/B.Tech./BS/BVSc/BDS/BAMS/BUMS/BHMS/B.Arch/Diploma -3 years/3 years certification course then you can apply for UPSC exams but the age of the candidate should not be less than 21 years and more than 30 years and for Combined Defense Services the age should not be more than 25 years or less than 21 years and relaxation in age as per government guidelines.

YES SURE ! UPSC stands for the Union Public Service Commission. This conducts entrances all over India for various government jobs and posts.
Some of them are : NDA, CDS, SCRA, IAS, IPS, SSC, etc.
Now as you have not mentioned which particular Entrance are you talking about, I an unable to provide you the exact information regarding that.
But the ONLY UPSC Entrance which is to be given after passing Class 12th is the NDA. All others are such that their Eligibility requires the candidates to be graduates to be in ANY stream!
